Time to invoke the 25th Amendment
Dubya, obviously drugged or incapacitated, speaking to Republican governors (the few that remain, that is):

And I believe it is in the interests of the United States of America to free people from disease and hunger and want and tyranny. It is in our interests to make sure that we defeat the ideologues of hate with an ideology that has worked throughout the centuries. I believe 50 years from now, people will look back at this period of time, and say, thank God the United States of America did not lose its faith in the transformative power of liberty to bring the peace we want for our children and our grandchildren. (Applause.)Translation from RepublicanSpeak into English: "... with an ideology that has worked throughout the centuries": "Invading, converting, and killing those who don't, has a long and venerable history in Western thought".
Another translation: "... the transformative power of liberty to bring the peace we want": "The transformative power of massive military firepower to bring 'peace' ... at least to those that are dead in its wake".
Can we impeach the Em-Eff now? Please? He's bat-sh*te insane.

He's actually been consistent in stating that his priorities are first to his God - which he refers to as if his religion is our religion, then his family and then the Presidency (I don't think he mentions the country.) He was very clear about that order when he spoke in Tipp City, Ohio last summer (during the speech in which he stated that everyone has access to health care - you just go to an emergency room).
I strongly suspect that he is severely mentally ill, and why he's deemed competent is beyond my ken. I see him as an acute danger to self and others - the sole requirement by which to declare medical incompetency and force hospitalization.
Remember how his body waste is isolated and collected by his secrity staff when he travels? methins it's because it would reveal medication and recreational substances.
Please recall, however, that in order for the 25th to be invoked, Mr. Ctheney would have to leave his twilight city, R'yleh, home of the Fourth Branch of Government, and officially join the Executive, and be subject to all of the uses and encumbrances thereunto granted.
